Roy Mustang is a 29 years old colonel within the National Amestris Army, at the start of the series. He's also a national qualified alchemist who goes by the codename of Flame Alchemist, due to his ability to control fire by manipulating the concentration of oxygen in the air. He's the one who found the Elrics in Resembool (along with Hawkeye) and recruited Edward to be a national alchemist.

Roy is, above all things, an idealist. A young man whose beliefs made him enter the military, thinking of it as a way to improve his country and help the people who live in it. He decided to learn alchemy to make that bright dream come true someday. Unfortunately, his naiveness took the best out of him, and he became entangled in something that had nothing to do with what he had imagined.

Roy is also a man deeply hurt by a war. As a national alchemist, he was dispatched as a human weapon to the front of the Ishval War, as a last resort to end the conflict by annihilating its whole population. Inhuman things as he had to do, he came out of that hell even more determined to attain his objective than he already was.

And so Roy kept working under military orders after the war, while continuing with his crusade in the shadows. He managed to gather a group of trusted comrades who, more than believing in what he's trying to do, believe in Roy himself and would do whatever it is they can do to help him reach his dream. Roy can project a certain look of coldness and seriousness to outsiders, but in reality he's a warm and sensitive man, who's willing to protect anyone who may need it, even if that means blowing up his cover of calculated coolness.
